Top-Performing Divisional Secretariat Offices in the Western Province Recognised for Bringing President’s Fund Services to the Grassroots

Colombo, June 7, 2026 — A special ceremony was held yesterday (June 6) at the Miloda Hall in Colombo to recognise the Divisional Secretariat offices in the Western Province that demonstrated outstanding performance during the first year of the President’s Fund decentralisation programme, which aims to bring services directly to communities across the country.
The event was chaired by Jagath Wickramaratne, Speaker of Parliament and a member of the President’s Fund Board of Governors.
Award-Winning Divisional Secretariats
Under the decentralisation initiative launched in 2025 to provide faster and more efficient services to the public, the following Divisional Secretariats were recognised:
Colombo District
- Homagama Divisional Secretariat
- Kaduwela Divisional Secretariat
- Kesbewa Divisional Secretariat
Gampaha District
- Gampaha Divisional Secretariat
- Biyagama Divisional Secretariat
- Mahara Divisional Secretariat
Kalutara District
- Panadura Divisional Secretariat
- Beruwala Divisional Secretariat
- Bandaragama Divisional Secretariat
President’s Fund Reaches Rural Communities
Addressing the gathering, Roshan Gamage, Secretary of the President’s Fund and Senior Additional Secretary to the President, stated that the President’s Fund, which had operated primarily from Colombo since 1978, has now been successfully extended to the village level.
He noted that the service has evolved from a system where citizens were expected to seek assistance themselves to a more people-centred approach in which services are proactively delivered to communities.
Commitment to Transparency and Equality
Roshan Gamage emphasized that the President’s vision is to ensure that the President’s Fund operates with transparency, fairness, and equal access for all citizens.
He further stated that shortcomings associated with the distribution of assistance in the past have been addressed. Applications are now carefully reviewed, and benefits are provided on an equitable basis.
Future Expansion Plans
Officials announced that the recognition programme, which began in the Western Province, is expected to be expanded in the future to cover Divisional Secretariat offices across the country.
The event was attended by District Secretaries, Divisional Secretaries, Assistant Divisional Secretaries, Accountants, Grama Niladhari officers, and other officials involved in public service delivery.
