Sri Lanka–India Ties Strengthen as OCI Access Expands for Indian Origin Tamils

Sri Lanka’s growing engagement with India has gained renewed momentum, highlighted by the recent visit of C. P. Radhakrishnan and high-level discussions on infrastructure, economic cooperation, and connectivity.

Expanded Access to OCI Scheme

A key development has emerged for the Indian Origin Tamil community, with broader access to the Overseas Citizenship of India.

Introduced in 2005, the OCI scheme provides:

  • Lifetime visa to India
  • Rights to live, work, study, and do business
  • Limitations such as no voting rights, no public office, and restrictions on owning agricultural land

Previously, many eligible individuals in Sri Lanka were unable to apply due to strict documentation requirements, especially the need for Indian-issued nativity certificates.

Policy Change

Under the revised policy:

  • Sri Lankan citizenship-related documents are now accepted as proof of Indian origin
  • Documents issued in 1986, 1988, and 2003 are recognized
  • These are linked to agreements such as the Sirima-Shastri Pact
  • Eligibility has been extended up to the sixth generation, significantly widening access

Advocacy and Political Engagement

This development follows sustained advocacy by the Tamil Progressive Alliance, led by Mano Ganesan.

Engagements were held with Indian leaders including:

  • Narendra Modi
  • Subrahmanyam Jaishankar

Impact

According to Barath Arullsamy, Vice President of the Democratic People’s Front:

  • Around 1.5 million people of Indian origin in Sri Lanka could benefit
  • New opportunities will open in education, employment, business, and cross-border trade

He emphasized that this shift transforms OCI from a limited privilege into a broader opportunity, while also strengthening Sri Lanka–India relations.

Future Outlook

The Tamil Progressive Alliance stated it will continue advocating for:

  • Land rights
  • Housing
  • Social dignity
  • Full inclusion of the community

With India’s growing global economic influence, expanded OCI access is expected to enhance bilateral ties and create new pathways for economic collaboration and individual advancement.
