Top Performing Divisional Secretariats Honoured Under President’s Fund Decentralization Programme

A special ceremony was held in Colombo on June 6, 2026, to recognize the best-performing Divisional Secretariats in the Western Province under the President’s Fund Decentralization Programme during its first year of implementation.

The event was held under the patronage of Speaker of Parliament and member of the President’s Fund Board of Governors, Jagath Wickramaratne.

The decentralization initiative was introduced to provide more efficient and faster services to the public through Divisional Secretariat offices. Based on their performance in 2025, the following Divisional Secretariats received awards at the district level:

Colombo District

1. Homagama Divisional Secretariat
2. Kaduwela Divisional Secretariat
3. Kesbewa Divisional Secretariat

Gampaha District

1. Gampaha Divisional Secretariat
2. Biyagama Divisional Secretariat
3. Mahara Divisional Secretariat

Kalutara District

1. Panadura Divisional Secretariat
2. Beruwala Divisional Secretariat
3. Bandaragama Divisional Secretariat

The event was attended by members of the President’s Fund Board of Governors, including S. C. Mayadunne and J. Jayakody, as well as Secretary to the Ministry of Public Administration and Home Affairs, S. Alokabandara.

Also present were Secretary to the President’s Fund and Senior Additional Secretary to the President, Roshan Gamage, Colombo District Secretary Prasanna Ginige, Kalutara District Secretary H. M. S. P. Herath, Gampaha Additional District Secretary J. W. S. Kithsiri, along with Divisional Secretaries, Assistant Divisional Secretaries, accountants, subject officers, and numerous public service officials.
