Annual Maintenance Cost of Sri Lanka’s Expressways Exceeds Rs. 5.1 Billion

Minister of Transport, Highways and Media Development Bimal Rathnayake stated that the annual maintenance cost for Sri Lanka’s entire expressway network, which spans 312.57 kilometres, amounts to Rs. 5,180.90 million.

The Minister made this statement in Parliament today (20) while responding to a question raised by Member of Parliament Ravi Karunanayake.

During his response, Minister Rathnayake presented detailed figures regarding the maintenance expenses of each expressway operating in the country.

According to the Minister, the annual maintenance costs for the expressways are as follows:

  • E1 Southern Expressway (Kottawa to Mattala – 200.45 km): Rs. 2,024.5 million
  • E2 Outer Circular Expressway (Kottawa to Kerawalapitiya – 28.86 km): Rs. 767.6 million
  • E3 Colombo–Katunayake Expressway (Peliyagoda to Seeduwa – 25.8 km): Rs. 834.1 million
  • E4 Central Expressway (Meerigama to Kurunegala, Yakkapitiya – 40.91 km): Rs. 531.00 million
  • E5 Southern Expressway Extension (Andarawewa to Hambantota – 16.55 km): Rs. 1,022.70 million

The Minister emphasized that the total maintenance expenditure for the country’s expressway system stands at Rs. 5,180.90 million annually.

Meanwhile, Minister Rathnayake also revealed that the total income generated from all expressways from the beginning of 2025 until December 31, 2025, amounted to Rs. 16,330.14 million.

The revenue generated from each expressway was reported as follows:

  • Southern Expressway: Rs. 5,031.28 million
  • Outer Circular Expressway: Rs. 4,347.32 million
  • Colombo–Katunayake Expressway: Rs. 3,355.12 million
  • Southern Expressway Extension: Rs. 2,019.45 million
  • Central Expressway: Rs. 1,576.97 million

Minister Bimal Rathnayake stated that these figures demonstrate the significant contribution made by expressways to the country’s transport sector revenue, while also highlighting the substantial costs required for their maintenance and operation.
