Sri Lanka Podujana Peramuna General Secretary Sagara Kariyawasam stated that the party is prepared to engage in transparent discussions with all parties regarding the Provincial Council elections.<\/p>\n
He said that, except for police and land powers, other powers could be devolved to all provinces without any issue.<\/p>\n
Speaking on the Provincial Council elections, he further stated that the SLPP firmly supports holding the elections. He pointed out that after the end of the war, former President Mahinda Rajapaksa conducted Provincial Council elections despite knowing that his party would likely lose in the Northern and Eastern Provinces.<\/p>\n
According to him, constitutional administrative leadership was thereby granted to the Tamil people in those provinces.<\/p>\n
However, he accused the former \u201cGood Governance\u201d government of failing to protect those political rights. He claimed that the government used the 2017 delimitation report to create a crisis around the Provincial Council elections and postpone them indefinitely. He also alleged that the Tamil National Alliance and the Janatha Vimukthi Peramuna fully supported those actions.<\/p>\n
Sagara Kariyawasam explained that legal complications arising from the electoral system had resulted in the indefinite postponement of the elections.<\/p>\n
In this context, a Parliamentary Select Committee has reportedly been appointed to study under which electoral system the Provincial Council elections should be held and to submit recommendations.<\/p>\n
Although the committee has been instructed to submit its report within three months, he said he does not believe the report will actually be presented within that timeframe.<\/p>\n
He reiterated that the SLPP is willing to hold open discussions with all stakeholders regarding the Provincial Council elections.<\/p>\n
He emphasized that powers other than land and police powers could be shared among all provinces without objection. However, he argued that devolving police and land powers under the 13th Amendment to the Constitution would create unnecessary issues in the country.<\/p>\n
