As a key component of the government\u2019s digital economy programme, plans are underway to establish the \u201cPublic Impact Champions Network (PIC-Net)\u201d to introduce institutional-level digital transformation within the public sector.<\/p>\n
The main objective of the initiative is to improve the efficiency of government institutions and provide high-quality public services to citizens. In this regard, the Secretary to the President, Nandika Sanath Kumanayake, has issued a circular to all ministry secretaries, provincial chief secretaries, department directors-general, commissioners-general, and heads of state corporations, statutory boards, and state-owned enterprises.<\/p>\n
Under the PIC-Net programme, each selected government institution will appoint a team of four champions from among its staff members who will collectively take responsibility for enhancing service delivery in the digital era. The team will focus on improving technology adoption, service experience, operational efficiency, and institutional reforms through coordinated and well-connected efforts.<\/p>\n
These champions will function as the driving force behind the digital transformation process within their respective institutions. Through this programme, a national network of around 400 digital transformation champions across the public sector is expected to be created.<\/p>\n
Selected champions will receive structured training to develop practical skills in areas such as digital transformation, service redesign, process improvement, and change management. Practical workshops and expert guidance sessions will also be conducted.<\/p>\n
These champions are expected to continue functioning as institutional focal points for digital transformation even beyond the duration of the project. They are also expected to actively contribute to knowledge-sharing, exchange of experience, and continuous development within and between institutions.<\/p>\n
