Major Digital Transformation in Education: NEMIS Framework and ‘e-Thaksalawa’ Learning Management Pilot Launched

Marking another key milestone in Sri Lanka’s “Digital Sri Lanka” national programme, the first phase of the National Education Management Information System Human Resource Module (NEMIS HRM – Phase 1) and the pilot project of the e-Thaksalawa Learning Management System (LMS) were officially launched at Temple Trees on June 6.

The event was held under the patronage of Prime Minister Harini Amarasuriya and was attended by senior government officials, including Prime Minister’s Secretary Pradeep Saputhanthri and Secretary to the Ministry of Education Nalaka Kaluwewa.

Building a Modern and Inclusive Education System

Addressing the gathering, Prime Minister Harini Amarasuriya emphasized the government’s commitment to creating a democratic education system where every child can enjoy equal access to quality education.

She stressed that education policy and decision-making should be based on accurate data, sound policies, and modern technology. The Prime Minister noted that digitalization is a key priority of the government and an essential tool for delivering public services more efficiently and transparently.

Supporting Sri Lanka’s Digital Economy Vision

Deputy Minister of Digital Economy Eranga Weeraratne stated that digitalization is not merely about technology or data exchange, but a powerful driver of social transformation and empowerment.

He highlighted that integrating digital technology into sectors such as education, healthcare, and governance will help reduce disparities between urban and rural communities and promote social equity.

The Deputy Minister also noted that digital literacy, e-governance, and improved connectivity will create new opportunities for youth, women, and marginalized communities, supporting the government’s goal of building a US$15 billion digital economy by 2030.

Official Launch and Recognition

During the event, the Prime Minister officially inaugurated:

  • NEMIS HRM – Phase 1
  • The pilot Learning Management System (LMS)

Awards were also presented to ICT officers of the Sri Lanka Air Force and members of provincial education development teams in recognition of their contributions to the successful implementation of the projects.

Advancing Digital Education

The event also featured presentations on the Digital Transformation Road Map for Education, the National Education Management Information System (NEMIS), and the Learning Management System (LMS).

The initiative forms part of a broader effort by the Ministry of Education and the Ministry of Digital Economy to modernize Sri Lanka’s education sector, improve administrative efficiency, and provide greater access to quality learning opportunities through digital technology.
